Com o alargamento da Europa Central e Oriental (ECO) em 2004/2007, as fronteiras externas da UE foram deslocadas para leste. Antes do processo de adesão, os países da Europa Central e Oriental (PECO) não possuíam nem controlo fronteiriço na sua forma rigorosa da Europa Ocidental, nem sistemas de asilo. Ao prepararem-se para o alargamento, a UE e os países candidatos tiveram, portanto, de garantir que, com a adesão, estivessem em vigor tanto a proteção das novas fronteiras externas como políticas nacionais de asilo que garantissem os direitos humanos, em conformidade com os compromissos da UE. Este estudo de caso sobre a Bulgária analisa como a política de asilo se desenvolveu sob a influência da União Europeia durante o processo de adesão e posteriormente.
