Allerdings lässt sich hier der schienengebundene Verkehr aufgrund der Stadtgrößen schwer ausklammern. Freiburg im Breisgau, als Deutschlands Vorzeigestadt in Sachen erfolgreicher ÖPNV, setzt auf einen kontinuierlichen Ausbau der Stadtbahn und ein attraktives und unkompliziertes Tarifsystem. Das südfranzösische Toulouse verlagerte den ÖPNV schwerpunktmäßig in den Untergrund. Karlsruhe setzt auf den Verbund und Jena verdoppelte nach der politischen Wende sein Straßenbahnnetz.
