É certo que a Escravatura e a Colonização, das quais a África foi a principal vítima no passado, bem como as consequências nefastas do Imperialismo ocidental que ainda hoje sofre, com políticas de subjugação como a França-África, constituem obstáculos maiores à modernização e ao surgimento deste continente. No entanto, a África pode e deve desenvolver-se, se e apenas se os africanos de hoje e de amanhã assim o decidirem. Formadas, tal como os seus colegas ocidentais, nas escolas mais qualificadas, as elites africanas devem assumir as responsabilidades que lhes cabem, a fim de melhor guiar os seus compatriotas pelos caminhos da paz e do desenvolvimento. A África pode e deve desenvolver-se; ela precisa apenas de ser bem gerida e muito bem dirigida!
