下册记录了谭甫仁和周兴当政史。面对严重撕裂的云南社会，空降来滇的谭甫仁继续按北京调子起舞：'划线站队'、'政治边防'、边疆公社化、围海造田。共产党主政边地播撒过的和谐与温婉荡然无存，但留遍地冤狱，处处仇恨。将军本人亦在震惊全国的 '017案件'中被暗杀。周兴曾是中共的'特务头子'。残酷的党内斗争让他既心生恐惧又难以自弃。他殚精竭虑打理前任留下的烂摊子，但北京新挑的乱局让他左支右绌，心力交瘁。1975年秋，周病故。贾启允两度贵为'省抚'，神州多事，遂成了典型'倒霉蛋'：第一次当贵州省委书记，仅过一年即成该省最大'走资派'被打倒；第二回被邓小平点名接周兴的班，不足半年，又遇全国'批邓风'，贾不堪上压，竟将邓私授的'锦囊'作为'投名状'交出。毛泽东仙逝后，贾的厄运终于降临。文革破产提供了全民和解和转型正义的绝佳时机，而云南'揭、批、查'用文革手段清理文革罪愆的大量案例，预示历史注定还要以继续革命的方式长期延续。本书最后记述了稍后煞尾的知青故事：四川、重庆知青的受难、上海知青的绝食卧轨，还有云南知青异国从军悲剧--与中共输出的革命破产同步，异域亡命者独特的遭遇，演绎了文革最后的挽歌。
