'　《公共体育服务：体系构建、机制创新与制度安排》基于新公共服务理论的视角，借鉴部分经济发达国家公共体育服务实践的经验，结合我国公共体育服务供给的实际，以社会公众的体育需求为导向，着力构建能够提供多样化公共体育服务、满足社会公众体育需求的公共体育服务体系。近年来，在社会活动和学术交流的许多场合，公共服务成为一个出现率很高的语汇。由此可见，公共服务是一个目前使用比较广泛的概念，是服务的下位概念，几乎渗透于社会经济生活的方方面面，也正是这一点，决定了公共服务所具有的复杂性特征。　　一、公共服务的概念　　自1912年法国学者莱昂·狄骥明确提出'公共服务'这一概念的来，公共服务就成为公共管理研究的核心内容之一。但是，公共服务概念在我国出现的历史并不长，而作为政府基本职能的公共服务，早在概念产生之前就已经以实践的方式存在着了。伴随着我国政府职能转变的深入，建立与社会主义市场经济相适应的、能够促成社会经济协调发展的公共服务体制，构建完善的公共服务体系，更好地为社会公众提供公共服务，是我国政府自在经济改革与社会发展进程中需要担当的责任和完成的任务。
