Neste artigo, faço o ponto da situação das interacções políticas e institucionais com as transnacionais no âmbito da elaboração do projeto de lei de criação do Conselho Superior dos Tunisinos no Estrangeiro. A ideia deste projeto, que está na agenda institucional tunisina desde 1990, mas que nunca viu a luz do dia, foi reavivada pelas transnacionais desde a revolução tunisina. Este projeto de lei inscreve-se no quadro da democratização da Tunísia, para a qual as transnacionais contribuíram a fim de se afirmarem como cidadãos de pleno direito. Por um lado, este projeto de lei representa uma mudança considerável, na medida em que tem em conta a sua condição migratória. Por outro lado, é uma forma de essencialização institucional que dá origem a lutas políticas e de poder que dificultam a sua aplicação.
