It was originally titled ''Anarchy of the Ranters'' and was written in response to the accusations of the Quakers being anarchists. The book is divided into two parts. The first part deals with the nature of church government and the role of the Holy Spirit in guiding the church. The second part is an apology for the Quaker faith and addresses the criticisms and misconceptions of their beliefs.
