Com uma história sindical em grande parte herdada da França metropolitana, o Senegal conseguiu, ao longo dos anos, desenvolver um sindicalismo forte e atípico, adaptado às realidades locais. Esta margem de progresso e de superação testemunha um renascimento sindical que se identifica cada vez mais com os trabalhadores que constituem a sua pedra angular. Apesar deste impulso renovador, o direito sindical senegalês sempre se manteve em conformidade com as normas e princípios internacionais estabelecidos pela OIT, nomeadamente através da ratificação das Convenções n.º 98 e n.º 87, que estabelecem as bases para a proteção da liberdade sindical e do direito à negociação coletiva. O Senegal reforçou assim o seu compromisso com a transição da democracia política para a democracia social. Através deste quadro de diálogo e concertação que é a Negociação Coletiva, os atores do mundo do trabalho dispõem de um meio consensual para fazer ouvir as suas reivindicações e de um espaço capaz de garantir um clima social pacífico. No entanto, a evolução da negociação coletiva no Senegal continua a depender intrinsecamente da sucessão de regimes e das alternâncias políticas.
