Desde o regresso à democracia, em 10 de dezembro de 1983, tem havido um amplo consenso sobre a necessidade de revogar a chamada Lei da Radiodifusão do processo militar e promulgar uma nova, em conformidade com as necessidades cívicas e participativas. Os Presidentes Raúl Alfonsín, em 1988, e Fernando de la Rúa, em 2001, apresentaram ambos projectos de lei que não puderam ser tratados. Os interesses afectados exerceram uma forte pressão para impedir a sua tramitação no Congresso. Além disso, ambos os governos sofreram uma forte erosão política. Tanto Alfonsín como De la Rúa não conseguiram concluir os respectivos mandatos.
