A teoria da aprendizagem de Bandura (1977/1999) e a sua teoria da transmissão indireta de valores, segundo a qual as normas e a cultura da família e da sociedade são transmitidas, podem, sem dúvida, apoiar o desenvolvimento de motivações para concorrer ao serviço de polícia. Do mesmo modo, os procedimentos identificados contam para a candidatura ao 'Freiwillige Polizeidienst'. Os voluntários têm uma variedade de motivações, principalmente altruístas, sociais e egoístas. Os resultados mostram que os voluntários nem sempre estão conscientes dos seus motivos, o que corrobora investigações semelhantes efectuadas no Reino Unido.
