'Como podem as instituições nacionais e supranacionais aumentar o desempenho do sector da saúde? Quais os inputs controláveis pelo governo que têm um maior impacto nos resultados dos cuidados de saúde?' são duas questões que têm sido mais debatidas no último lustro por muitas organizações nacionais e supranacionais em todo o mundo, sendo uma prova recente a Saúde 2020 da OMC de 2013: a política europeia para a saúde e o bem-estar. Assim, o presente trabalho procura responder a estas questões através da adoção de um paradigma de investigação quantitativa e de uma filosofia positivista. Um primeiro capítulo apresenta ao leitor o quadro geral dos sistemas de saúde e os principais esforços institucionais empreendidos para melhorar o estado de saúde a nível supranacional. O segundo capítulo apresenta em pormenor as caraterísticas das diferentes tipologias de sistemas de saúde e enumera vários indicadores de saúde. O terceiro capítulo testa a validade de duas hipóteses de investigação. Em primeiro lugar, as diferenças nos resultados dos cuidados de saúde podem ser explicadas por diferenças nos factores de produção dos cuidados de saúde. Em segundo lugar, podem ser retiradas conclusões quantitativas a favor de um modelo de sistema de saúde com melhor desempenho.
