A reflexão sobre as políticas ambientais, económicas e sociais integra o critério da sustentabilidade na vanguarda das estratégias territoriais. No âmbito das prerrogativas de desenvolvimento territorial, um grande número de autarquias implementou e continua a implementar medidas associadas às disposições do plano nacional de desenvolvimento sustentável. As suas ações são levadas a cabo de acordo com as competências que lhes são atribuídas. Na Baixa Normandia, a gestão administrativa é partilhada entre um conjunto de três entidades territoriais, a saber: a região, o departamento e o município. Isto implica que os projetos de desenvolvimento sustentável no território não se organizam de forma idêntica, consoante as respetivas atribuições. Cada um dos órgãos administrativos aborda as ações a realizar tendo em conta os fatores específicos da sua configuração geográfica. Os referidos projetos baseiam-se na Agenda 21, que constitui a ferramenta comum de planeamento. A Agenda 21 insere-se numa dinâmica de consideração efetiva dos principais desafios do desenvolvimento sustentável no território da Baixa Normandia. Esta ferramenta é utilizada numa perspetiva de desenvolvimento.
