Julia Kiesow analysiert die spezifischen Krisenreaktionsmuster der Akteure und ihr Auftreten als Vetospieler und Agendasetzer in Rezessionen. Dazu untersucht sie anhand einer komparativen Längsschnittanalyse vier Krisenzeiträume in der Bundesrepublik Deutschland, in denen die beteiligten wirtschaftspolitischen Akteure teils deutlich von ihren üblichen Handlungsstrategien abweichen. Neben dem Wirtschaftseinbruch in den sechziger Jahren, der Ölkrise der siebziger Jahre und der Rezession des Jahres 1982 wird außerdem die realwirtschaftliche Krise des Jahres 2009 betrachtet. Im Fokus stehen dabei die wirtschaftspolitischen Reaktionen der jeweiligen Regierungsparteien, des Deutschen Bundesrates, der Deutschen Bundesbank, des DGB und der Bundesvereinigung der Deutschen Arbeitgeberverbände. Besonders Parteien spielen in diesem Kontext eine wichtige Rolle, da durch die äußere Bedingung von Wirtschaftskrisen Parteiendifferenzen wieder deutlicher zutage treten.
