In der Folge ergibt sich ein wirkungsorientiertes Kontraktsystem und es stellt sich die Frage nach einem einheitlichen und systemübergreifenden Wirkungsverständnis und dessen Schnittstellenkonforme Ausprägung. Martina Rechberger zweigt auf, dass im hochkomplexen System der Kooperation auch der Wirkungsbegriff nur mehrdimensional verstanden werden kann. Das mehrdimensionale Wirkungskonzept ermöglicht es den beteiligten institutionellen Akteuren mit ihren jeweiligen Handlungsfeldern und Rationalitäten die angestrebten Wirkungsziele ganzheitlich zu verorten und intern sowie extern zu kommunizieren.
