The dominoes start to fall when Jake and his partner, Harry, go on a deadly carjacking spree. With the help of some dubious motorcycle riders and ex-army buddies, Butch and Cowboy help the Los Angeles and San Diego Police Departments stop the car stealing murderers. It all comes together in the California/Nevada desert where the end justifies the means.
