Mittels umfangreicher empirischer Erhebungen in vier Beispielregionen mit teils langjährigen Erfahrungen in der Bürgerbeteiligung (Biosphärenreservat Rhön, Vulkaneifel sowie die Gemeinden Naturns/Italien und Werfenweng/Österreich) untersucht er das Partizipationsverständnis der zentralen Akteure. Vor dem Hintergrund, dass Tourismusdestinationen nicht nur Wirtschaftsräume, sondern vor allem Lebensräume darstellen, zeigt der Autor die Auslöser, die Erwartungen und die Zielsetzungen bei der Einführung der Bürgerbeteiligung auf und beleuchtet die Chancen und Grenzen der Bürgerbeteiligung im Tourismus. ​
