Diese Vorwürfe kamen jedoch gleichzeitig von Politikern, die selbst eine expansionistische Politik verfolgten. So etwa von Schlesinger, der die Kolonisierung des Nahen Ostens plante, da ohne das dortige Erdöl der Westen am Ende sei.Tarle beschreibt die sowjetische Außenpolitik und warum es sich bei ihr um eine Friedenspolitik handelte. Er geht auf ihre Geschichte ein und betont die Unterschiede zu der Außenpolitik westlicher Staaten. Zudem erörtert Tarle die ökonomischen Grundlagen der sowjetischen Friedenspolitik.W.I. Lenins Dekret über den Frieden (1917), zu welchem Tarle Bezüge herstellt, ist im Anhang abgedruckt.
