Beginning with the Gulf War, Libya’s act of terrorism, the failed state of Somalia and the wars in the former Yugoslavia, where Bosnia Herzegovina invaded by Serbian forces was a victim of the abominable modality called 'ethnic cleansing' and apartheid. A period where the international community for three years looked the other way, when it could have stopped the war. For this reason, the book is very critical of the five permanent members of the UN Security Council and the UN General Secretariat. The book also covers Ambassador Arria’s participation as a witness against Slobodan Milosevic, former head of state of Yugoslavia who came to be known as 'The butcher of the Balkans'
