Freie und faire Wahlen, deren Ergebnisse allgemein anerkannt sind, bilden in demokratisch verfaßten Staaten die Legitimationsbasis aller Institutionen. Auch in den postkommunistischen Staaten Europas spielen Wahlen eine zentrale Rolle. Für elf Länder Ostmittel-, Südost- und Osteuropas werden die Parlaments- und Präsidentschaftswahlen von 1989 bis 2002 mit allen Ergebnissen dargestellt und ihre konkreten Funktionen im Transitionsprozess untersucht. Im Ergebnis brachten Wahlen sehr unterschiedliche, ja gegensätzliche Wirkungen hervor, von der Konsolidierung neuer Demokratien über die zumindest teilweise Konsolidierung des ancien régime bis zur Legitimierung der Restitution autoritärer Systeme. Wahlen trugen gleichfalls zur Strukturierung unterschiedlicher neuer Parteiensysteme bei.
