La 'trascrizione pubblica' della monarchia delineava la costruzione dell’immagine e dell’autoimmagine dell’imperatore come monarca orfano della nazione, re maestoso, imperatore tropicale, mecenate del movimento romantico, re cittadino e, successivamente, martire esiliato e mito nazionale. A questo livello, la monarchia era rappresentata come un’istanza che godeva della simpatia popolare e portatrice di un senso di protezione e benevolenza nei confronti della gente comune, in cui Dom Pedro II assumeva la figura di re benevolo, una sorta di 'padre dei poveri'. Ma c’era anche il progetto 'occulto' della monarchia, che permeava la pratica economica, politica e ideologica di dominio dell’élite imperiale, sostenendo il mantenimento delle strutture sociali stabilite ancora nel periodo coloniale. Pertanto, tra la maggior parte degli abitanti dell’impero, la percezione dell’immagine e dell’autoimmagine del re e del regime monarchico oscillava costantemente. Sia nelle iniziative individuali che nei tentativi collettivi di cercare la collaborazione e la protezione di D. Pedro II, della famiglia reale e della corona, c’era una convivenza tra apatia, pragmatismo e opposizione al regime e all’imperatore.
