Os relatos de violência e agressões em grupo nos bairros de lata urbanos de Bukavu, como forma de 'justiça popular instantânea' contra alegados infractores e criminosos, abundam e fazem repetidamente manchete nos meios de comunicação social, de uma forma que os subúrbios mais ricos que albergam as classes trabalhadora e média-alta de Bukavu dificilmente fazem. Os relatos repetidos destes acontecimentos encontrados no domínio público parecem apoiar a ideia de que estas práticas são generalizadas e um traço comum que caracteriza a vida social nos bairros pobres de Bukavu. A provisão de segurança mandatada pelo Estado nos bairros de lata urbanos de Bukavu, como Panzi, é caracterizada pela sua presença aleatória e pela sua mão pesada. Estas inadequações não só alimentam sentimentos de frustração devido à exclusão dos serviços públicos básicos, como também abrem nichos para a propagação de alternativas violentas ao acesso e à administração da justiça, sob a forma de violência de multidões. Este livro investiga o fenómeno da violência de multidões na zona de Panzi e examina também como pode ser evitada.
