Um estudo de viabilidade é um processo dinâmico e em evolução. Embora seja utilizado para justificar o que é desenvolvido e a que custo (a decisão de investimento), é também utilizado ao longo da fase de aquisição para verificar se o projeto está a ser desenvolvido de acordo com os pressupostos originais e, quando são necessárias alterações, é também utilizado para gerir essas alterações. Será correto perguntar por que razão o estudo de viabilidade suscita hoje tanto interesse? Uma resposta possível é que, por um lado, mudou o público-alvo e, por outro, os riscos são elevados.
