Es gibt auch nur wenige Unterlagen über die umfassenderen zugrunde liegenden Faktoren wie Mängel bei den Änderungen der Vorschriften, ineffektive Gesetzgebung und Durchsetzung der Verkehrssicherheit, Systeme zur Datenerfassung und -verwaltung sowie unzureichende medizinische Infrastruktur für die Behandlung nach Verletzungen in Entwicklungsländern.
