Er entwickelt ein Modell institutioneller Hierarchien, das die Funktion hat, institutionellen Wandel in Marktökonomien anzupassen und zu endogenisieren. Im Ergebnis erweisen sich Innovationssysteme liberaler Marktökonomien (Angelsächsische Länder) als abhängig vom militärisch-industriellen Komplex, während koordinierte  Marktökonomien (kontinentales Westeuropa) vom Humankapital profitieren.
