Denna bok är främst skriven för ungdomar som snart kommer att bli myndiga och få rösta, för unga vuxna som är osäkra principer och för invandrare från icke-demokratiska länder som oftast inte är medvetna om vilka regler som gäller i deras nya land. Det kan dock läsas av vem som helst som är intresserad av ämnet demokrati. Boken är inte en lärobok för högskolenivå och låtsas inte heller att vara det. Den kan användas som en kompletterande lärobok för SO- ämnen på gymnasienivå.
