Biblioteka publiczna ma nie tylko służyć biednym, bezrobotnym, bezdomnym, alternatywnym stylom życia. Odpowiada również na potrzeby informacyjne i pragnienia nieudokumentowanych klientów i innych osób, niezależnie od ich sytuacji życiowej. Żadna grupa nie powinna być uprawniona do specjalnych przywilejów w stosunku do innej grupy, ponieważ jest to praktyka biblioteki publicznej. W końcu dolary z podatków zostały przeznaczone na informacje, programy i działania dla społeczności. Jednak dopiero w czasie depresji w latach trzydziestych XX wieku biblioteka publiczna stała się narzędziem pomocy i od tego czasu jest zaangażowana w pewien aspekt praw człowieka. Biblioteka publiczna jest już przepełniona listą zadań i stanie przed wyzwaniem, o ile będzie skłonna poświęcić czas na dodanie zadań związanych z procesem edukacji w zakresie reparacji i innych działań społecznych.
