Mongolia’s greenhouse gas emissions rose 31.6% between 2017 and 2023 as production-based emissions consistently exceeded consumption-based emissions, according to this report which shows why Mongolia needs structural reforms to meet its climate targets. Using environmentally extended multiregional input-output tables, it shows the country was a net emissions exporter for 2017-2023. During this period, emissions grew faster than the economy, rising 31.6% compared with GDP growth of 24.5%, largely due to its agriculture, mining, and power generation sectors. The report highlights why Mongolia should improve its industrial efficiency to help cut emissions intensity, tackle its supply chain-linked emissions, and reduce agricultural methane to speed up its drive to decarbonization.
