Od lata 2015 r. Europa, a w szczególności UE, boryka się z najpoważniejszym kryzysem uchodźczym od czasów II wojny światowej. Tysiące ludzi utonęło w Morzu Śródziemnym na trasach z Libii do Włoch oraz z Turcji do Grecji. Wojna domowa w Syrii i wzrost znaczenia ISIS w wielu krajach Bliskiego Wschodu zmusiły miliony ludzi do opuszczenia swoich domów w poszukiwaniu lepszych warunków życia w różnych częściach świata, a zwłaszcza w Europie, która jest jednym z najbardziej tolerancyjnych i demokratycznych społeczeństw na świecie. Napływ nielegalnych imigrantów, zwłaszcza z wybrzeży Turcji na greckie wyspy na Morzu Egejskim, był ogromny i według danych w zeszłym roku trasą tą do Europy przedostało się ponad milion osób. W dniu 18 marca 2016 r. UE i Turcja osiągnęły porozumienie w sprawie uchodźców. Istotą tego porozumienia było powstrzymanie napływu nielegalnych imigrantów przez Turcję, a UE w zamian ożywiła stosunki z Turcją i proces akcesyjny. Porozumienie to oraz sposób, w jaki obie strony doszły do jego zawarcia, są głównym tematem niniejszej książki.
