Este livro é uma história administrativa da função pública moderna da Etiópia de 1961 a 2021. O ano de 1961 foi selecionado porque constitui um marco importante na história administrativa da função pública moderna, uma vez que testemunhou uma mudança estrutural e funcional significativa nas instituições da função pública etíope em resultado da emissão da Ordem dos Serviços Públicos n.º 23/1961. Por outro lado, em 2021, a Comissão da Função Pública foi restabelecida como um órgão autónomo do governo federal, com personalidade jurídica própria e responsável perante o Primeiro-Ministro. Neste ano, a Comissão da Função Pública da República Federal Democrática da Etiópia não só apresentou o seu roteiro decenal para o sector da função pública (2021-2030), como também publicou a Diretiva revista relativa ao emprego, promoção e transferência de funcionários federais.
