Em alguns casos, havia inconsistências envolvendo procedimentos de matrícula de alunos, apropriação indevida de fundos e abuso dos ativos da organização. Isto muitas vezes causava transtornos à comunidade e aos alunos, que acabavam pagando mais por serviços abaixo do padrão - Telegraph (2007). Foi neste contexto que foi realizado um estudo sobre a análise da implementação das recomendações de auditoria. O pesquisador tem se preocupado com a má gestão dos fundos públicos por diferentes ministérios e tem observado tendências intermináveis de erros administrativos cometidos especialmente pelas autoridades escolares.
