Um Estado democrático é aquele em que os cidadãos gozam de todos os direitos e liberdades fundamentais dentro do seu território. Esses direitos incluem o direito de participar em eleições realizadas periodicamente para eleger os seus representantes. A eleição é uma reafirmação da regra essencial da autonomia partidária na autodeterminação. Um partido (cidadão) tem o direito de escolher livre e voluntariamente o governo que deseja e essa escolha, feita com base nos seus critérios e necessidades, exige o maior respeito. O Ato Constitutivo da União Africana (UA) confere à UA a pesada responsabilidade de garantir que a democracia prospere no continente. A UA deve garantir que os exercícios democráticos nos seus Estados-Membros incluam eleições conduzidas de forma a refletir os padrões internacionais de eleições livres e justas. Tem também o dever de garantir que é através dessas eleições que um governo legítimo alcança ou mantém o poder. Qualquer governo estabelecido de outra forma seria inconstitucional. Este livro analisa criticamente os princípios estabelecidos na UA para promover a democracia e lidar com conflitos relacionados com eleições em África.
