Le présent guide est un outil de facilitation pour la compréhension des bases du fonctionnement des collectivités territoriales. En effet, leurs missions se fondent sur les règles entourant le domaine public. Une des problématiques majeures de la décentralisation, malgré plusieurs réformes, demeure l’absence de travailleurs, capables de porter les missions et objectifs des collectivités territoriales. Les effectifs sont peu qualifiés et demeurent inopérationnels, à cause de recrutements inappropriés, d’absence d’évaluation, de recyclage, etc. Les municipalités éprouvent actuellement d’énormes difficultés qui se manifestent par des insuffisances dans le recouvrement des recettes municipales, ainsi que les disfonctionnements constatés dans les voies et espaces publics.
