In the autumn of 2020, a video app beloved by teenagers became a flashpoint in the gathering technology cold war between the United States and China. This is the document Congress turned to in order to understand it. TikTok: Technology Overview and Issues is Congressional Research Service Report R46543, prepared by Patricia Moloney Figliola, a CRS Specialist in Internet and Telecommunications Policy, and last revised on September 29, 2020. As a nonpartisan briefing written exclusively for Members of Congress, it sets aside advocacy in favor of a clean, factual map of what TikTok is, how its technology works, and why a short-form video platform had drawn two presidential executive orders, a federal lawsuit, and proposed legislation.The report captures a dispute in mid-flight.
