Considering the dramatic changes in the world power structure, the United States has an opportunity to be the only true super power. Its ability to exert itself in this area however is hampered by the lack of national resolve it has exhibited in the past. If the United States is truly going to seize this opportunity, it must carefully choose its military operations. Measuring its level of resolve is one of the critical components that must be considered before future military operations. Research for this thesis involved the use of the Air University library system. Several books, interviews, and outside materials were used in the completion of this work. This resulted in a comprehensive analysis of relevant data on the subjects of power and will, levels of national interest, cost-tolerance, and threat levels.
