It suggests that Washington’s current difficulties in foreign affairs is the logical culmination of an attitude which came to the forefront in 1898, the year of the Spanish-American War. It is this gratuitous war and Washington’s subsequent collaboration with London, resulting in two world wars, that are the foundations of the present era.
