The Nation and the States, Rivals or Partners was first published in 1955. Are the states losing their self-government? What did the framers of the Constitution intend with respect to states’ rights? Are federal grants-in-aid to the states a boon or a bane? These are the kinds of questions -- basic, complex, and difficult yet essential to answer -- that Professor Anderson clarifies in this handbook, which is intended for general readers as well as for students of government. The language has been kept simple and clear, and the viewpoint does not presuppose any extensive knowledge of the subject on the part of the reader. As a member of the President’s Commission on Intergovernmental Relations, Professor Anderson has recognized a real need on the part of the public for a better understanding of the background issues involved in any discussion of the balance of authority, functions, and finances between the nation, the states, and the local governments of America.
