The Instant of Panic, Paul Steven Haigh and the Making of a Serial Killer On a September afternoon in 1978, a fifty-eight-year-old cashier turned toward a door in a suburban Melbourne lottery agency, and a young armed robber’s finger tightened on a trigger. It was the first of seven killings that would make Paul Steven Haigh one of the most methodically documented multiple murderers in Australian criminal history. What began as panicked, unplanned violence hardened, within months, into something colder: a calculated campaign to eliminate anyone who might connect him to his crimes, a campaign that would claim a former associate, a young mother, her nine-year-old son, and finally Haigh’s own girlfriend. Drawing on trial transcripts, confession records, and forty years of subsequent litigation, this book reconstructs Haigh’s complete criminal and legal history, from the Melbourne underworld that shaped him, through the murders themselves, to his extraordinary later career as a prisoner-litigant who confessed to unsolved killings from within his own cell, murdered a fellow inmate, and ultimately won a landmark human rights case over the contents of his tarot deck. This is not a story of motiveless evil. It is a rigorously traced anatomy of escalation, and a sobering study of what a legal system owes, and does not owe, to the men it can never safely release
