And in a basin where the wet season did not start, several systems occupy the same land and no instrument can decide which naming should prevail.The sequence widens on purpose: a person, an organisation, a profession, a city, an economy, a polity, a planet, a machine civilisation, and back down to the ground. Each chapter closes on the question its future leaves behind, and none of them is answered. Both sides of every dispute are usually correct from where they stand.The book is built on Beer’s Viable System Model, the claim that anything able to hold a separate existence in a changing world performs the same five functions, from a person to a planet. It is not a primer and it is not a prediction. It is a stress test of one idea in particular: that the choice of which system to look at is a political act, and the model cannot make it for you. Cybernetics can tell you whether an arrangement will hold. It cannot tell you whether it deserves to, whose continuation is being secured, or what is owed to the people the boundary put outside. Sooner or later every instrument in this book meets somebody it has recorded correctly and harmed anyway.Two appendices follow the story. The Vocabulary of the Viable System Model sets out the model from first principles and marks which words are Beer’s and which are the authors’. A Note on the Science is the ledger: what is taken from published work, what is extrapolated from it, what is invented outright, and what the authors know they have got wrong.The Fifth Map is written for readers of literary science fiction, and for anyone who works inside an organisation and has watched a correct record do harm.
