This addendum to The Clean Power Plan’s Economic Impact shows detailed results for the 48 contiguous states. For each state, the findings present four different expenditure burdens: 1. The current average annual electricity costs relative to 2014 median household income (cost burden) by neighborhood (formally U.S. Census Tracts); 2. The impact on the electricity cost burden by neighborhood if the Clean Power Plan (CPP) is implemented, and consumers do not change their behavior; 3. The impact on the electricity cost burden by neighborhood if the CPP is implemented and consumers economize on their consumption based on the estimated short-term behavioral responses; and 4. The impact on the electricity burden by neighborhood if the CPP is implemented and consumers economize on their consumption based on the estimated long-term behavioral responses. Detailed state maps are provided for each of the four expenditure burdens. County-level information by state can be accessed via an interactive map online at pacificresearch.org 3
