Before the fall of communism, a great number ofAlbanian owners lost their property as the result ofnationalizations, expropriations, confiscations, andother unjust actions performed by the communiststate. The issue of restitution and compensation ofproperty which was taken unjustly by the past regime,apart from being one of the most specific cases ofacquisition of property rights is also one of thebiggest problems the Albanian society is facingtoday. In this context, taking also in considerationall the injustices suffered by this group of people,the moral obligation the State has towards them, thiswork focuses in general on the restitution andcompensation process of the immovable property inAlbania, and in particular on the PropertyRestitution and Compensation Agency as an institutionwhich is in place with the core mission of'regulating in a fair way according to the criteriaestablished by article 41 of the AlbanianConstitution, the issues of property rights that havearisen from expropriation, nationalization orconfiscation'.
