Quando vediamo la città di Palmira dopo l’occupazione del cosiddetto 'Stato Islamico', una città storica fin dall’antichità, un patrimonio comune dell’umanità, è stata quasi distrutta, pensiamo seriamente a meccanismi più efficaci per combattere il terrorismo cercando di proteggere i beni culturali dell’umanità. Immagini che ci ricordano le pratiche dei Vandali nel Medioevo dopo una vittoria militare. È proprio questo lo scopo del diritto internazionale umanitario, proteggere i beni culturali, una protezione che non è efficace vista la distruzione di molti monumenti e luoghi di culto durante i conflitti armati in tutto il mondo. Il diritto internazionale umanitario si trova ad affrontare diverse questioni e sfide: la protezione della popolazione civile, la protezione dei beni culturali, dei luoghi di culto, ecc. I conflitti armati, il terrorismo, esistono da centinaia di anni, questi termini sono ancora trattati dagli attori politici e dai media non a livello di risultati e sofferenze, ma a livello di legalità e legittimità, e questo trattamento è eternamente inutile poiché si tratta in effetti di 'oscurità'.
