L’histoire de la décolonisation demeure encore peu connue alors qu’elle affecte nombre de situations actuelles. C’est en particulier le cas de l’histoire du Sénégal. À la fin des années 50, le Sénégal était dirigé par Mamadou Dia, qui entreprit de créer un mode de gouvernance en rupture avec l’ordre colonial précédent. Il s’attachait ainsi à mettre en place une citoyenneté nouvelle, fondée sur l’éducation de tous, enracinée dans les valeurs profondes de la culture du peuple et visant à établir une démocratie participative originale, instaurant un développement endogène. Cette période fondatrice a été perturbée par des luttes politiques occultant le capital de développement participatif largement expérimenté et qui influença ailleurs les politiques de développement global (Forum de Porto Alegre). La Fondation Mamadou Dia a pour but de mettre en lumière cet héritage. Confronté à de graves crises de gouvernance, en quête d’une démocratie répondant aux exigences des peuples, le continent africain a plus que jamais besoin de se pencher sur les expériences passées. Cet ouvrage, qui présente des archives inédites et des témoignages des acteurs d’hier et d’aujourd’hui, se veut un outil à l’usage des décisionnaires. En présentant les termes constitutifs de stratégies et de pratiques, il permettra, à la lumière des acquis d’hier, de répondre aux défis du présent.
