Gerlinde Groitl untersucht die Ursachen für die zivil-militärischen Konflikte bei der Formulierung und Implementierung der US-Sicherheitspolitik, die in den letzten 20 Jahren bei allen Militäreinsätzen zwischen der Politik und den ranghöchsten Generälen und Admirälen zu beobachten waren. Sie zeigt, dass die neue Konfliktträchtigkeit als eine Begleiterscheinung von strategischem Wandel zu interpretieren ist. Die USA betrieben als einzig verbliebene Supermacht Ordnungspolitik und verlangten ihren Streitkräften mit den Einsätzen in Somalia, auf Haiti, in Bosnien, im Kosovo sowie den Kriegen in Afghanistan und im Irak immer wieder Anpassungen an neue Missionen ab. Dabei entstand - auch wegen der gemischten Erfolgsbilanz - kein stabiler zivil-militärischer Konsens darüber, wozu militärische Macht dient und wie sie richtig eingesetzt wird. Die Geschichte der amerikanischen zivil-militärischen Beziehungen nach dem Kalten Krieg ist damit eine von politischer und militärischer Innovation in einem sich verändernden sicherheitspolitischen Umfeld.
