Im Falle von Großschadenereignissen oder von Katastrophen werden in den meisten deutschen Bundesländern von den politisch Gesamtverantwortlichen operativ-taktische Stäbe eingesetzt, um geeignete Einsatzmaßnahmen herausarbeiten und festlegen zu können. Die Stäbe nutzen dabei verschiedenste Methoden und Prozesse, um die vielfältigen Aufgaben, beispielsweise die Entscheidungsfindung, voranzubringen. Für eine effiziente Stabsarbeit müssen solche Prozesse möglichst reibungslos ablaufen. Besonders in kritischen Situationen können diese jedoch durch eine Vielzahl an Störfaktoren in ihrem Ablauf gestört werden. Das Ausmaß dieser Störungen ist sehr unterschiedlich, kann jedoch in extremen Fällen sogar zum Scheitern des Auftrages des Stabes führen. Im Rahmen dieser Thesis wird zunächst das breite Spektrum, der in der Literatur bekannten Störfaktoren, dargestellt. Eine Auswahl dieser Störfaktoren wird anschließend hinsichtlich ihres Einflusses auf die Stabsarbeit, im Rahmen von Stabsübungen an der Akademie für Krisenmanagement, Notfallplanung und Zivilschutz (AKNZ), genauer untersucht und die Ergebnisse daraus diskutiert.
