This is the speech of Mr. Rives, of Virginia, delivered in the Senate of the U.S. on September 19, 1837. In this address, Rives speaks in support of the bill he introduced, which designates the funds receivable in payment of the public revenue. He also voices his opposition to the sub-treasury scheme. William Cabell Rives (1793-1868) was a prominent American lawyer, planter, politician and diplomat. He served as a U.S. Representative and Senator from Virginia, as well as Minister to France.
