Auf der Grundlage einer Untersuchung der Meinungen und Wertvorstellungen von Vertretern der Universitäten zu Fragen der sozialen Verantwortung wird der aktuelle Stand der kasachischen Praxis in diesem Bereich ermittelt. Eine Umfrage und eine Analyse der Entwicklungsprogramme der Universitäten haben gezeigt, dass soziale Verantwortung heute nicht als ebenso vorrangig angesehen wird wie beispielsweise die Förderung bahnbrechender wissenschaftlicher Forschung. Dennoch wird soziale Arbeit, obwohl sie nicht auf klar formulierten Aufgaben zur Erfüllung der sozialen Funktion der Hochschulen basiert, von den kasachischen Universitäten in großem Umfang betrieben.
