Ausgehend von der These einer mangelnden politikwissenschaftlichen Kontextualisierung Sozialer Arbeit wird Soziale Arbeit mit Foucault als staatlich-räumliche Praxis konzipiert. Anhand wenig rezipierter Texte Foucaults zu Zusammenhängen von Staat, Stadt und Raum werden Ordnungsstrategien sowie territoriale Ein- und Ausschließungsprozesse diskutiert und auf Soziale Arbeit bezogen. Mittels eines qualitativen Forschungsansatzes, der Diskurs-, Programm- und Praxisanalyse verbindet, werden am Beispiel des Bahnhofs Wien Praterstern öffentlich-parlamentarische und öffentlich-mediale Diskursausschnitte kontrastierend analysiert und mit einer Fallstudie zu Praktiken aufsuchender Sozialer Arbeit in Bezug gesetzt. Aufsuchende Soziale Arbeit kann in diesem Kontext als raumrelationale Praxis charakterisiert werden, die in ein staatlich-privates Ensemble von strafenden und führenden Strategien eingebunden ist und dabei Hilfeleistungen organisiert und territoriale Ordnungen lenkt.
