Ce document vise à analyser une réforme électorale en particulier : l’établissement de seuils électoraux, introduits dans le système électoral colombien en 2003 et réaffirmés en 2009. Le seuil est une disposition réglementaire qui empêche l’accès des partis politiques, des mouvements politiques et des groupes de citoyens qui n’ont pas atteint un certain nombre de voix, c’est-à-dire le nombre de voix requis par la loi, ce qui signifie que s’ils ne l’obtiennent pas, ils n’ont pas le droit de participer à la répartition des sièges, selon la formule électorale en vigueur, dans la corporation à laquelle ils aspirent. Il est également connu électoralement sous le nom de barrière électorale, barrière légale, barrière minimale ou seuil minimal.
