Es gilt, „zu schützen, um zu produzieren', um zu verhindern, dass die sozialen Sicherheitsnetze zu bloßen „Hilfs-Hängematten' werden. Auf der Grundlage einer im Jahr 2025 in vier Départements durchgeführten Untersuchung beleuchtet das Buch drei wesentliche Hindernisse, die die SSW lähmen: das Fehlen eines Rechtsstatus, finanzielle Ausgrenzung und ein Mangel an Managementkompetenzen. Das Modell schlägt eine Symbiose vor, die auf einem Dreiklang (Schützen, Eingliedern, Befähigen) sowie eine koordinierte institutionelle Architektur (insbesondere das Einheitliche Sozialregister, das Rahmengesetz für die Sozial- und Solidarwirtschaft, den Nationalen Solidaritätsfonds und einen Eingliederungspfad, der Geldtransfers in Startkapital umwandelt).
