Saint-Pierre stellt sich einen immerwährenden Frieden in Europa durch institutionalisierte Bedingungen vor, um einen Raum zu legitimieren, der darauf abzielt, einen vereinheitlichten Markt zwischen den Mitgliedsstaaten zu ermöglichen. Jean-Jacques Rousseau hingegen ist der Meinung, dass Saint-Pierres Denken von Naivität durchdrungen ist, was die Regierungspolitik der Souveräne betrifft, und außerdem, weil er glaubt, dass die Fürsten, vermittelt durch eine konföderative Versammlung, freiwillig zustimmen würden, an diesem Projekt des immerwährenden Friedens teilzunehmen. Rousseau hält es jedoch nicht für unmöglich, dieses Projekt zu verwirklichen, aber um den Frieden zu erhalten, ist Gewalt notwendig. Wer hat angesichts dieser Debatte Recht? Das Verständnis dieser Debatte war nur durch die Analyse der Hauptwerke der oben genannten Denker und den notwendigen theoretischen Hintergrund von Spezialisten wie Evaldo Becker, Gelson Fonseca Jr, Luiz Felipe de Andrade e Silva Sahd, José Oscar de Almeida Marques, José Benedito de Almeida Jr. möglich, die ein breites Verständnis der grundlegenden Konzepte des Genfer Philosophen und der Themen, die die Beziehungen zwischen den Staaten berühren, vermittelten.
